Role Description
POSITION SUMMARY:
The Senior Manager of Engineering & Capital Projects is responsible for providing strategic and technical leadership and direction to the team of Engineers and Capital Project Managers focused on driving and delivering a sustainable competitive advantage and operational excellence in safety, quality, delivery, and cost at the Charles City launch and production site.
As an integral member of the site Engineering, Maintenance and Utilities (EMU) leadership team and overall Global Engineering network, you will manage and oversee the site Capital Investment portfolio with responsibilities ranging from annual and long-term planning, forecasting, budgeting, and prioritization to preparing and vetting Capital Project Appropriation (CPA) investment requests and steering and reporting on the site portfolio.
KEY RESPONSIBILITIES:
Capex Planning and Budgeting
- Coordinate the development and maintenance of the Site Master Plan taking into consideration Facility / Property / Equipment Condition Assessments, Obsolescence, FM Global and site and network priorities.
- In close cooperation with the Site Leadership Team and functional peers (Maintenance, Quality & Compliance, EHS, Operations, etc.), proactively define and prioritize capital projects incorporating output into the Annual CapEx plan and Five-Year Strat Plan.
Base Business Support
- Apply Lean, Six Sigma, and reliability engineering tools and techniques to optimize throughput, cycle-time, yield and overall reliability of all infrastructure and production systems.
- Ensure timely investigations and corrective / preventative action (CAPA) to address Quality, Technical, and Manufacturing issues (Audit Actions, NC's, etc.)
Portfolio Management
- Accountable for the health, compliance and successful delivery of all site Capex projects. Ensure all work carried out and equipment installed is safe, effective and in compliance with Zoetis and applicable industry standards.
- Partner with the PMO and Global Engineering team performing peer reviews to ensure projects are right-sized and fit-for-purpose. Review and approve Project Change Requests and use of contingency or supplemental funds.
- Prepare and provide portfolio status reports to site, Platform and Global committees and stakeholders.
- Work with the Finance / Fixed Asset team monitoring and controlling Construction WIP.
Resource and Vendor Management
- Assess workload of internal resources to identify required and optimal staffing plan. Utilize external resources when appropriate to deliver commitments per agreed milestones.
- Collaborate with Procurement in establishing key supplier relationships, oversight and governance. Establish / participate in business review meetings evaluating performance against agreed service levels, KPIs and consistent with Zoetis core values.
Performance & Talent Management
- Manage and mentor direct reports including on-going feedback and annual reviews.
- Work closely with Global Engineering and HR partners in developing skills matrix and technical, professional track for site Engineering and Capital Project employee development.
- Accountable for organizational change management, training and curricula maintenance and performance management.
EDUCATION AND EXPERIENCE:
- A minimum of a Bachelor's Degree in Engineering is required. An advanced degree in Engineering or an MBA is preferred.
- Minimum of 8 years relevant engineering and capital project and portfolio management experience. Prior experience in the Pharmaceutical / Biological or FDA regulated industry is strongly preferred.
- Minimum 2 years people management experience with demonstrated success in performance and talent management of engineers or high professional experts is required.
- Prior experience and demonstrated success directing and leading all phases (front-end planning, execution, commissioning and start-up and close-out) of capital projects or programs in excess of $20MM Total Project Cost is required.
- PMP Certification or PE License preferred.
- Knowledge of continuous improvement tools, lean manufacturing and six-sigma is preferred.
- Strong interpersonal, teamwork and problem-solving skills. Motivated, self-starter with excellent verbal and written communication skills.

Physical Requirements:
This position requires extended sitting, keyboarding, and computing, frequent walking, occasional standing, and some lifting of automation and computer devices and components.
- Must be able to walk, sit, or stand for long periods of time.
- Must be able to reach above shoulder level, bend/stoop, kneel, push/pull, and handle/grip frequently.
- Must be comfortable working in varying temperatures.
- Lifting and carrying of 5 to 50 lbs. unassisted.
- Regular reaching, bending, stooping, climbing, and twisting.
- Repetitive motion and substantial movement of the wrists, hands, and/or fingers.
